A pouch is a small white bag of nicotine powder. You tuck it between your lip and gum and leave it there. Nothing burns and nothing is breathed in.
The number printed on the tin is the nicotine. The trouble is that two shops can print two different numbers for the same pouch, and both can be telling the truth. Here is the short version before we go into it.

Pouches Turn Eighteen Plus On 29 October
This is the part to read first, because it is close.
Until that date there is no legal selling age for a pouch in the UK at all. Shops have been asking for ID because they chose to, not because they had to. That changes, and it changes for shops and for websites on the same day.
If you get it wrong the fine is £200 in England, Wales and Scotland, and £250 in Northern Ireland. Taken to court instead, it goes up to £2,500 in England, Wales and Scotland and £5,000 in Northern Ireland.
Two other things start on the same day and both catch out people who mean no harm. You cannot give a pouch away free, and you cannot hand out coupons for one. Selling at a token price such as 10p counts as giving it away. So any deal you have running needs a look before the end of the month.

Pouch Strength Has No Legal Limit Yet
E-liquid in Britain stops at 20mg in every millilitre. That is a hard ceiling and it has been there for years. A pouch has no ceiling at all.
The reason is dull but it matters. A pouch holds no tobacco and nothing is vaporised, so the vaping and tobacco rules do not reach it. It is sold as an ordinary consumer product instead. No tobacco rules, no vape rules, and so no number anybody has to stay under.
So how strong a pouch is allowed to be is left to whoever makes it, and you can find tins far stronger than any legal bottle of liquid. Trading Standards has already taken very strong tins off shelves. The new law does give ministers the power to set a limit later, but no limit has been set, and nothing is in force today.
Read that as a warning rather than a gap to drive through. A limit arriving in a year or two would land on whatever you are holding at the time.
Pablo Says 30mg, Killa Says 12.8mg
Here are our own two main brands, exactly as our listings print them. Both are titled Nicopods on our site.
Two brands tell you the strength on the way past. Two do not. If a shop is choosing between four of our lines, it can only compare half of them, and that is our fault rather than anyone else's.

Nicotine Pouch Strengths Do Not Match Up
Now the part that trips everybody. We print Pablo as 30mg. Two other British sellers print the same brand very differently.
None of them is lying. Asking how many mg are in one pouch gets you two right answers, because they are measuring different things.
One way is nicotine per pouch. The other is nicotine per gram of the stuff inside the pouch. A slim pouch weighs around 0.6 of a gram, so 50mg in every gram works out near 30mg in one pouch. Same product, two numbers, and the bigger one looks twice as frightening on a shelf edge.
Then there is a third reason for the gap. Pablo is not one strength. It is a family, and the milder editions really are nearer 10mg while the hard ones are up near 17mg per pouch. So a flat "Pablo 30mg" across a whole range is a number worth checking against the tin in your hand.
Our Killa number has the same question mark on it. We say 12.8mg. Two British sellers say 13.2mg. The gap is small and it will not change how a pouch feels, but it tells you nobody in this trade is reading off one agreed sheet.
The working rule is short. Compare per pouch with per pouch. If a number is per gram, say so out loud, or you will frighten a customer out of a sale.
The same muddle sits on the brand names. People search for our Tacja Nicotine Pouches using the word snus. Snus has ground tobacco leaf in it and cannot be sold here. A pouch has no tobacco and can. Two different things, one word, and we answer to both.
Most Of Britain Buys 6mg Or 9mg
This is the figure that should change what you order. Across the UK, 9mg is the most popular strength at a third of sales, and 6mg is second at nearly another third.

Now look back at our four brands. Our softest named strength is 12.8mg. Our strongest is 30mg. We hold nothing at 6mg and nothing at 9mg, which is the shelf that almost two thirds of the country actually buys from.
We would rather print that than let you find it out after an order. Know that before you go deep on both. A shop ordering heavily from each one thinks it has spread its risk across two suppliers. It has not. One factory having a bad month empties both halves of your shelf at once.
It also explains why the two ranges rhyme. Similar flavour ideas, similar slim all white pouch, similar firm feel. If you want a genuinely different second brand on the shelf, pick it from outside those two names.
That both brands come from one maker is stated by a UK seller rather than by us. We have not seen a company document saying so, and we would want one before treating it as settled.
Buying Nicotine Pouches Wholesale Safely
Three questions sort out most orders of wholesale nicotine pouches, and none of them is about flavour.
First, per pouch or per gram? Ask it every time, including of us. A sheet that mixes the two is a sheet you cannot compare. This is the single thing that makes buying nicotine pouches wholesale harder than buying liquid, where the number means one thing only.

The Duty Only Touches Liquid
Since 1 October 2026 every bottle and every pod carries a duty of £2.20 for each 10ml. It applies whether or not there is nicotine in it.
The rules are written around liquid. The words used are vaping liquid, and any liquid meant to be turned into vapour by a vape. A pouch holds no liquid and is never turned into vapour. Pouches are not mentioned anywhere in the duty rules.
That is a real difference in what a shelf costs you to fill, and it arrived this month. What it is not is a promise. HMRC has not written down that pouches are outside the duty. They simply are not in it, which is not the same sentence. Put the question to us on each order instead of pricing a whole year around it.

A Nicotine Pouches Bulk Order That Works
Go wide before you go deep. It matters more here than it ever does on hardware.
A pouch is a thing somebody uses every day, so a flavour either sells steadily or it does not sell at all. There is no slow burn. One box of 10 is already 200 pouches of one flavour. Four boxes of a flavour nobody asks for is 800 pouches of a dead line taking up your best shelf.
