UK Vape Size Limits: Why 2ml, 10ml And 100ml Are The Only Numbers
Three Numbers Decide Every UK Vape Size Limit
Walk along any vape shelf in this country and you will see the same three figures over and over. 2ml. 10ml. 100ml. Those three are the UK vape size limits, and they are not fashion or a maker's whim. Two of them are written into UK law. The third exists because of the second.
2ml a pod or tank · 10ml a nicotine bottle · 100ml a shortfill at 0mg.
Once you know which number goes with which product, the whole shelf makes sense. A pod is 2ml because it has to be. A nicotine bottle is 10ml because it has to be. A 100ml bottle is big because it has no nicotine in it at all.
This guide takes the three UK vape size limits one at a time. Plain words, and what each one does to an order. Every liquid we sell sits under one of them, and the whole range is laid out in Every Liquid We Stock.
The Rules Were Written In 2016
The law is the Tobacco and Related Products Regulations 2016. One part of it, number 36, sets the sizes. It is short and it is blunt.
The tank of a refillable e-cigarette must not go over 2ml.
A single-use cartridge or tank must not go over 2ml.
Nicotine liquid sold on its own must come in a refill container of no more than 10ml.
Nicotine strength must not go over 20mg per ml.
That is it. Four lines, and they shape every liquid product sold here. The wording was last changed at the end of 2020, and it still stands today.
Put against the shelf, it lands like this.
WHAT IT IS THE LIMIT WHY.
Prefilled pod or sealed cartridge · 2ml · capped by law.
Refillable pod or tank · 2ml · capped by law.
Nic salt or freebase bottle · 10ml · capped by law.
Nicotine shot · 10ml · it is a nicotine bottle too.
Shortfill at 0mg · no limit · no nicotine, so no cap.
Nicotine pouch or coil · no limit · nothing liquid in it.
Nothing in those lines mentions a box. That matters later, because a box is not a container in the eyes of the rule. A box is a carton holding several containers. Trading Standards guidance says plainly that multiple 10ml packs are allowed.
Every Pod And Tank Stops At 2ml
This is the first of the three UK vape size limits and the one customers query most. Why is the pod so small?
Because 2ml is the ceiling. The same figure covers all of these.
• A sealed pod that arrives already filled.
• An empty pod the customer fills themselves.
• A single-use cartridge.
• A full glass tank sitting on a mod.
You will see bigger numbers online. A tank listed at 3ml or 4.5ml is an international version, built for a market with no such cap. Order one of those into a UK shop and it is not a bargain, it is a problem.
So when a supplier shows you a pod over 2ml, ask which market made it. Ask before the order goes in, not after. Our own refill pods all sit inside the limit. Check the sizes yourself on the Empty Pods Shelf.
Five Pods, Ten Millilitres, One Box of 5
Here is where the arithmetic gets useful. A prefilled kit holds 2ml. Put five in a Box of 5 and you have five twos, which is ten. So the whole Box of 5 carries 10ml.
That is the same volume as one 10ml bottle, split across five sealed devices. Nobody prints it that way, and once you spot it the shelf reads differently. Five kits and one bottle of salt hold the very same liquid.
It also tells you something about duty, which we come to at the end. Duty follows volume. So a Box of 5 and a 10ml bottle carry the same charge, even though one costs far more than the other.
Useful when a customer compares prices, and useful again when you price your own shelf. The kits in that format sit under Boxes Of Five Kits.
A Box of 10 Keeps Every Bottle Inside The Limit
The second number is 10ml. It applies to any bottle with nicotine in it that is sold on its own. Nic salts, freebase liquid, nicotine shots. All of them cap at 10ml.
Which raises the obvious trade question. If no bottle can pass 10ml, how does a shop buy a hundred millilitres of salt at once?
In a box. Ten separate 10ml bottles, each one legal on its own, packed in one carton. The rule caps the container, not the carton. A Box of 10 is the trade's answer to a retail rule, and it is entirely above board.
That is why nic salt is almost never sold as a single bottle to a shop. You get 100ml of liquid from a Box of 10. One flavour and one strength throughout, giving ten units for the shelf. Our salt range is built that way throughout Salts By The Box.
Big Bottles Arrive With No Nicotine
Now the third number. This is the one new buyers trip over. If nicotine bottles stop at 10ml, how is a 100ml bottle legal?
Because it has no nicotine in it. The 10ml cap is a rule about nicotine. Take the nicotine out and the rule no longer bites. The bottle can be any size the maker likes. Trading Standards guidance states no capacity limit for a shortfill.
Shortfills exist for that reason and no other. They are not a dodge and not a trick. A big bottle cannot take any other shape here. The nicotine comes along after, in its own bottle.
Say that out loud to a customer who thinks a 0mg bottle is faulty. The objection goes away. It is the single most useful thing a counter can know about Our Shortfill Stock.
The Shot Is Its Own Ten Millilitres
A nicotine shot is not a special product with its own rules. It is a nicotine bottle, so the 10ml cap lands on it like any other.
That is why shots come in 10ml and never in 30ml or 50ml. It is also why a 100ml shortfill needs two of them rather than one big one. The bottle leaves room for 20ml, and 20ml means two shots, because a 20ml shot cannot legally exist.
So a shot carries three rules at once, and all three come from the same place.
• No more than 10ml in the bottle.
• No more than 20mg per ml in strength.
• A child-resistant cap, like any nicotine bottle.
A shop asking for a stronger shot to save space is asking for something nobody can supply.
How many shots go in which bottle has a guide of its own. Rather than repeat it, see How Many Shots.
Pouches And Coils Ignore All This
Not everything on a vape counter is liquid. The three numbers only follow liquid, and two things sit right outside them.
Nicotine pouches. No size limit at all, since nothing in the tin is liquid. Strength is printed per pouch. A tin holds as many as the maker wants.
Coils and hardware. No capacity rule at all. A coil holds nothing until somebody fills the tank around it.
This helps when you plan a shelf. On these two, size is never the question. What you pick instead is flavour, strength and fit.
It also means a pouch tin can be any size and nobody has broken a rule. That surprises buyers who come from liquid. Our tins run from the smaller brands upward across Our Pouch Stock.
Size Is Not The Only Rule
A bottle can be the right size and still be wrong. Trading Standards guidance lists several marks that travel with the size. Any one of them missing is a reason to query a delivery.
The tactile warning goes on the side of the bottle, no more than 50mm from the base. Not on the lid.
The nicotine warning covers a third of each of the two biggest surfaces.
A child-resistant cap is required on liquids, shots and shortfills alike.
A batch number and expiry date must be clearly marked.
No colours, vitamins, caffeine or taurine in the liquid. Shots must carry no colours at all.
The maker or importer's name and address has to be on the container, so a buyer can trace it.
The cap has to control how fast liquid comes out, which is why a bottle nozzle is narrow.
Then there is the one rule nobody can forget. Nothing here goes to anyone under 18. Trading Standards advises a Challenge 21 or Think 25 policy at the till. If somebody buys for a child, the offence sits with the buyer, not the shop, but the shop still carries the check.
One more that catches people. Tanks, coils and wicks count as modifiers, so they need the health warning on their two largest surfaces too. Size does not apply to them. Labelling does. The tanks we hold carry it, as you can see on Tanks We Supply.
Reading UK Vape Size Limits Before You Buy Wholesale
Buying wholesale changes what the UK vape size limits mean to you. You are no longer counting one bottle. You are counting a pallet.
Three checks before an order goes in, and they take a minute between them.
1. Any tank or pod listed over 2ml is an overseas version. Ask before you buy.
2. Any nicotine bottle over 10ml should not exist. If a sheet lists one, something is wrong with the sheet or the stock.
3. Any liquid over 20mg per ml is not sellable here, whatever the paperwork says.
Those three questions catch almost every size problem before it reaches your shelf. A wholesale buyer who asks them is doing an officer's job early. It costs far less that way round.
Strength is the one buyers get wrong most. The same bottle can print 20mg as 2%. If that catches your staff out, Our Nic Salt Guide sets the numbers out in plain terms.
Planning Bulk Orders Around UK Vape Size Limits
For a bulk order the UK vape size limits do something they do not do at retail. They turn into a cost you can work out in advance.
Duty of £2.20 lands on every 10ml of vaping liquid once October 2026 begins. The charge follows volume, not strength. At the same size, a 0mg shortfill pays exactly what a 20mg salt pays.
Run that against the three numbers and the shape of your order changes.
A Box of 10 salts is 100ml, so £22.00.
Five prefilled kits in a Box of 5 come to 10ml, so £2.20.
A 100ml shortfill with two shots is 120ml, so £26.40.
Read those three against what you pay for the stock and the picture is clear enough. On the cheaper ranges the duty will cost more than the liquid. Stock brought in before the start date can be sold through until 31 March 2027. So a bulk order placed now is not priced like one placed later.
So count millilitres, not boxes, when you plan. The bill follows volume. The figures are set out at length in Duty Per Ten Millilitres.
Size Rules, Quick Answers
Why is a vape pod only 2ml?
The law caps any tank, pod or cartridge at 2ml. Nothing larger may be sold here.
Can a nicotine bottle be bigger than 10ml?
No. A refill container holding nicotine stops at 10ml when it is sold on its own.
Then how is a 100ml bottle legal?
It holds no nicotine. The 10ml cap only applies to nicotine liquid, so a 0mg bottle can be any size.
Is a Box of 10 against the rule?
Not at all. The cap is on each bottle, not on the carton. Ten legal bottles in one box is allowed.
How much does a Box of 5 add up to?
10ml all told, since each kit holds 2ml. The same volume as one salt bottle.
What is the strongest liquid we can sell?
20mg per ml. Some labels print that as 2%, which is the same figure.
Why do shots only come in 10ml?
A shot is a nicotine bottle, so the 10ml cap applies to it as well.
Do nicotine pouches have a size limit?
No. Nothing in a tin is liquid, so no millilitre rule reaches it. Strength is printed per pouch.
I have seen a 3ml tank advertised. What is that?
An overseas version. It is built for a market without the 2ml cap and is not for sale here.
Where should the tactile warning be?
On the side of the bottle, within 50mm of the base. On the lid is wrong.
Does duty change with strength?
No. Duty follows volume alone, so a 0mg shortfill and a 20mg salt pay alike.
Which law sets all this out?
The Tobacco and Related Products Regulations 2016, regulation 36.
